CAGE Facility Synopsis
  • The CAGE Facility was a partnership project under the auspices of the South African National Treasury, between the South African Government and The European Commission.
  • The duration of the active implementation of the project was 48 months.
  • CAGE came into effect through a Financing Agreement SA/73200-02/02, Project Number SA/1011/000, which was signed in 2003.
  • Primarily a grant-making fund, CAGE was aimed at a more effective participation of South African policy research institutions, on issues of regional and domestic policy making and implementation, within the field of Conflict and Governance.
  • CAGE promoted co-operation and dialogue between policy research institutions, active involvement of policy makers and leaders of civil society and a wide dissemination of findings.
  • CAGE, through the provision of grants, focused on analytical research and studies on conflict and governance issues. This was to enable policy-makers to take informed decisions on matters related to conflict aversion and resolutions including governance. It was designed ultimately to contribute towards improving national policy decision-making and implementation on foreign and domestic policy issues that avert and/or mitigate conflicts, thereby enhancing good governance and deepening democracy in South Africa, the region and possibly on the continent.
  • The Facility was set up as an autonomous project that reported to the Co-ordinating Agency, the South African National Treasury, through a Programme Steering Committee. The Steering Committee was constituted from National Treasury, the Office of the President, The Department of Foreign Affairs and the Foundation for Human Rights with the Delegation as an observer. A Secretariat, headed by a Programme Co-ordinator, ran the day-to-day operations of the Facility.
