CALL FOR PROPOSALS
ISSUED BY THE CONFLICT AND GOVERNANCE FACILITY (CAGE), A PARTNERSHIP
PROJECT OF NATIONAL TREASURY AND THE EUROPEAN UNION
"South Africa: Today, Tomorrow and Towards the Future":
A critical review of conflict and governance issues that inform South Africa’s national and foreign (African) policy space. The Conflict and Governance Facility, a partnership project of the National Treasury and the European Union in South Africa, is seeking proposals for original consolidation research as well as dissemination projects, focusing on the following themes:

Call for Proposals 1. Reference no. CAGE/AW3/CFP1/2006
South African Foreign Policy Research: The African Agenda - conflict and governance issues:
  • An up-to-date “Country Focus” Paper that would proactively investigate and inform South Africa’s relations with any selected African country; or: This call can be explored with regard to South Africa’s policy with regard to Southern African (regional) or South Africa’s policy with regard to Africa as a whole.
Call for Proposals 2. Reference no. CAGE/AW3/CFP2/2006
A critical and targeted overview that will provide a concept paper around potential/actual flashpoints of unrest or conflict with reference to any or any one of the following policy areas:
  • Youth/children and the risks to youth/children1 (eg trafficking, sexual offenses, juvenile offenders, child abuse, etc)
  • Education
  • Criminal Justice system - an integrated approach
  • Service delivery to citizens
  • Social Grants
  • Public Participation mechanisms
  • Issues arising from the Macro Social report (“A Nation in the making”) as issued by the Policy Co-ordination and Advisory Services (Presidency).

Youth, as defined by the National Youth Development Policy Framework, are all those people who fall between the ages of 15 and 28. Children are thus from 0-14 years.

Proactive, pragmatic and critical review of strategies, interventions and/or initiatives with regards to:
  • Accelerated and Shared Growth Initiative of South Africa (ASGISA)
  • Accelerating the development of the Second Economy and the integration of the double-layered economy
  • Local Economic Development and Income Generation
  • Rural and/or indigenous and/or marginalised communities
  • Industry or sector analysis strategy.
Geographical focus: South Africa.
Call for Proposals 4. Reference no. CAGE/AW3/CFP4/2006
Dissemination of existing and completed research for policymaking/implementation/review OR A Paper of no fewer than 50 pages, which will provide a consolidated synthesis study of any one of the research areas below (as previously funded by CAGE). These must include reference to findings from the research that was funded by CAGE in 2005, 2006 and 2007: ( See a List of Grantees )
  • Conflict flashpoints in South African cities and towns
  • Developmental peacekeeping and post-conflict reconstruction
  • Local Government service delivery
  • Organised crime
  • Unemployment
  • Broad-based Black Economic Empowerment.
Geographical focus: South Africa and with regard to South Africa’s policy with regard to Southern Africa (regional) or South Africa’s policy with regard to Africa as a whole.
Call for Proposals 5. Reference no. CAGE/AW3/CFP5/2006
Research and dissemination of research around any of the above themes but restricted to emerging institutions or entrenched institutions twinned with emerging institutions. Emerging institutions are defined according to the number of years in operation: 0-5 years and verified as such and 60% of management and staff must be black as per the Employment Equity Act, 1998. Eligibility criteria: Please consult the CAGE facility’s website: www.cage.org.za for these criteria. The eligibility criteria for type of projects, activities and costs that can be funded are specified in the specific guidelines for the call for proposals.

Applications received after the closing date will not be considered. The specific Call Reference Number as contained in this advert must be written on the application form as well as on the sealed envelope containing your application. Please ensure that the contact details of the organisation are written on the outside of the sealed envelope containing your application. Applications received by any other means other than hand delivered, posted or couriered, will not be considered for funding.
Due date: Applications must be received and registered at the CAGE offices by no later than 12:00 (noon), South African time, on 6 December 2006. Posted applications received after the due date and time will not be considered. Second workshop as a follow-up to the initial study undertaken around "Consolidating Development Priorities around Conflict and Governance within South Africa"
CAGE will be hosting a CAGE will be hosting a second workshop as a follow-up to the initial study undertaken around "Consolidating Development Priorities around Conflict and Governance within South Africa"
Phase 2 intend to update the draft report that CAGE already has on this subject and which has been used as a resource around Official Development Assistance in this sector.

Grants of Low Amounts
CAGE has funded short-term projects related to the conflict and governance sector with low amounts of funding. A complete list of these projects may be obtained from your contact point at CAGE.
Commitment Conversations and Strategic Planning- 25-26 October 2006
CAGE staff and their immediate implementation stakeholders held a two-day strategic planning exercise which led to deepened commitment of CAGE staff to the goals of the project and the implementation of the third and final Work Plan. A report will be available shortly that details this event.

HIV and Aids Work Place Policy in Action: 2 November 2006
The Programme Co-ordinator of CAGE was invited to present the CAGE model at an international conference which drew African citizens to Kwa-Zulu Natal. The CAGE model was a case study under the over-arching topic of “Accessing Donor Funding” and the CAGE model was fleshed out against South Africa’s ODA policy as led by International Development Co-operation, National Treasury. CAGE is a project of National Treasury. CAGE shared the project with one of the Grantees of CAGE, Gender Links, who spoke about their experiences of accessing donor funds from CAGE-the challenges and opportunities...

International Society for Third Sector Research (ISTR) and the CAGE model
The CAGE Programme Co-ordinator will be presenting the CAGE model at the International Conference of the ISTR in Bangkok in Thailand from the 7-12 July 2006.
A Paper entitled: “The Conflict and Governance Facility: an evolving model for productive dialogue” will be read in the Session: “Theories, Concepts and Models” Moderator: Theodore Hopkins.
Executive Summary of the attendance of the ISTR International Research Conference indicates the main findings of CAGE’s attendance at this conference.
Capacity Building Research Methodology Workshop for Emerging Research Organisations
CAGE in collaboration with Action for Conflict Transformation held a capacity building workshop to debrief the meaning of emerging research needs and to profile funding opportunities under the European Union banner. View the Full Report
Capacity Building Research Methodology Lecture Series held in collaboration with the Africa Institute of South Africa CAGE and AISA hosted 90 students from the Universities of Venda and Limpopo to a lecture series in Pretoria (View Gallery). Consultations with stakeholders in Cape Town and Gauteng
These consultations assist CAGE to be an inclusive organization that strives to learn from the role players in the sector. These consultations allow stakeholders to participate in prioritizing themes for Calls for Proposals. This information is then shaped into the topics of the research project themes that are advertised in CAGE’s Calls.

Exploring the CAGE Community:
As indicated on the home page, CAGE explored the concept of inclusive strategic co-operation, a concept still in its early stage…but describes a relationship that CAGE has sought with this grant projects throughout its existence.
Call for Proposals - Foundation for Human Rights:
In the interests of collaboration, CAGE would like to highlight to its users that the Foundation for Human Rights has issued their Call for Proposals. CAGE is currently awaiting approval of its next round of funds from the European Union before it launches its next Call.
