Call for Proposals II Grant Management Meeting
CAGE and its PSC invited the new grantees to a Grant Management workshop on 8 December 2005, introducing them to the EU rules and regulations around overall grant management, especially procurement. The 9th of December 2005, CAGE hosted a Grant Management meeting, introducing CFP I and II successful grantees to each other. The grantees prepared and presented presentations on their running and completed projects (CFP I), funded by CAGE, while the CFP II grantees introduced their planned projects and proposed methodologies.

This meeting was set as a brunch gathering and allowed for grantees to collaborate and share common views, network and be informed on the spectrum of the CAGE funded research arena. The Grantees shared their views of CAGE as a grantmaker and were requested to inform of the CAGE strategy plan for 2006-2007.

CAGE was assisted through Ms Nomvula Marawa (Mvula Associates) to facilitate the realization of strategic co-operation within the CAGE grant network to allow for an optimum relationship between the various parties of the network in the furtherance of CAGE’s objectives and outcomes. The finalized report of this exercise will be posted at a later stage.

Dr. Anshu Padayachee ( SANPAD ) also attended this meeting on the 9th and added value to the networking and methodology focus of the meeting.
CAGE and SANPAD Collaboration
CAGE was invited to present as a regional expert at a meeting of policy makers, practitioners and researchers at the SAVUSA Southern Africa Regional meeting. At this event, CAGE shared the platform with SANPAD with whom it has a Declaration of Intent. Read more
Capacity Building of Emerging Organisations
CAGE made a Call for Expression of Interest for Emerging Organisations to register on its data-base for grant collaboration and capacity building activities. We received positive responses from some of these organisations to attend a Capacity Building Workshop on the 23 and 24 November 2005, where resources for capacity building were explored and needs of respective organisations evaluated. The programme captures the substantive issues of the workshop

A useful practical tool that emerged from the workshop was a brief from one of CAGE’s current grantees, Professor Roger Southall, from the HSRC. In his brief, Professor Southall distilled useful guidelines for exploring research from the perspective of partnering to do research or starting out on research if this is a new slant that an organisation wishes to take on

In addition to this, CAGE was in a position to refer prospective grant partners from established organisations to its open data-base so that established organisations could approach emerging organisations to collaborate for Call 5 of the Call for Proposals 2 (CFP) (Annual Work Plan 2). CAGE received 44 applications under the total CFP 2 and was able to fund 2 of the applications submitted under Call 5 (See list of 2005-2006 grant partners)
COUNTER-FUNDING
Through the work of CAGE, opportunities present themselves for CAGE to become involved in investing small sums into counter-funding “real time” issues within the conflict and governance workshop and seminar arena. CAGE has counter-funded the following initiatives and has many proposals in the pipe-line

Jurgen Schadeberg’s “Voices from the Land”

The book was launched on 26 October 2005, coinciding with the conference on the research findings on the conditions of farm workers, funded by The Atlantic Philanthropies and hosted by Nkuzi Development Association. Mr Jody Kollapen was the main speaker at this event and the event included individual farm and community members from the research focus.

The photo exhibition of “Voices from the land” will tour to the main centres across the country during 2005-2007. The tour schedule is as follows

REPORT ON THE SOUTHERN AFRICAN REGIONAL POVERTY NETWORK (SARPN) HUMAN SECURITY, CONFLICT AND POVERTY SEMINAR ON THE 31 AUGUST 2005

1. Introduction and Background:

CAGE was invited to attend and counter fund under Result 2.4 a regional seminar around the topic of “Human Security, Conflict and Poverty” in the SADC region, Mauritius. Given the relevance of this topic to two of the grant partnerships that CAGE is currently funding: CSIR on the topic of Developmental Peace Missions and CSVR on Consensus Building around Policy, CAGE invited each grant partner to present their initial paper at this Seminar for peer review and to foster collaboration and capacity building.

SAMEA Launch:
SAMEA is the South African Monitoring and Evaluation Association at www.samea.org.za. As CAGE takes monitoring and evaluation as a key dimension of grant management, benchmarking with the standards as set by a South African umbrella organisation is highly relevant as complementary to the European Union’s processes of monitoring and evaluation of Grant Makers and their re-granting programmes

Roundtable Meeting with DFID and the UK Conflict Advisor. >>
CAGE continues to scan the funding environment in which it operates and also seeks to consult member states of the EU around their particular strategy around peace and security for Africa. Given the importance of the Commission for Africa Report, the Government of the UK programmes are of keen interest to CAGE.
Collaboration
CAGE has a specific result area encouraging collaboration between research organisations. Currently CAGE’s collaboration brief is mainstreamed, in part, into the Grant system:

Aside from these formal mainstreamed activities, CAGE increasingly finds that it facilitates knowledge sharing across the grant spectrum that it supports. The IJR launch featured above highlights this as does the Launch of the IBI monograph. Grant partners also collaborated at the Capacity Building workshop reported on in this update. Daily CAGE staff can be heard holding discussions over the phone or at the functions that the staff members of CAGE attend, so as to encourage knowledge sharing and linkages. Call for Proposals Process
CAGE received 44 applications to its 2005-2006 Call for Proposals. These proposals were assessed against PRAG Evaluation requirements. 12 Proposals were awarded Grants after due diligence visits and ratification of Grant Awards by the EU and the CAGE PSC. Safer Africa

South African Regional Poverty Network CAGE is pleased to be able to support SARPN in this initiative and continue the spirit of collaboration with SARPN around regional networking to assist stakeholders. Seminar on Human Security, Poverty and conflict in SADC countries: 31 August 2005. At this seminar, two of CAGE’s grantees will provide tentative findings around their CAGE grant’s research projects and will join with other respected researchers and policy analysts to table positions on this topic
Umtapo
Participatory Research Training for Community Youth Workers: Umtapo in Durban will train 12 young community peace activists from the Eastern Cape and Limpopo to conduct participatory research: 9-15 October 2005.

CAGE’s collaboration with partners continues to grow. CAGE attended the following substantive events which assist us with our mandate to collaborate with research and other appropriate organisations.
Safer Africa
Safer Africa holds half-day seminars, called Ukumbi, that highlight topical events within a safer Africa. CAGE attended the following:

Presentation by Commissioner for the African Union Peace and Security Council, Ambassador Said Djinnit: This presentation captured the “Peace and Security Architecture of the African Union: Progress made and way forward” ( 19 July 2005). Ambassador Djinnit covered key areas around the African common defence and security policy and highlighted some of the focal points around post conflict reconstruction.

CAGE’s attendance was motivated by the need to be better informed about the continental position and to deepen our consideration of the current research that CSIR and CSVR are undertaking that focus respectively on developmental peace mission and consensus building around conflict and governance policy in Southern Africa.

CAGE was privileged to be invited to the South African Government and African Institute: Progressive Governance Regional meeting: Southern Africa (28-29 July 2005). This meeting was a highlight for CAGE in terms of the key note address made by President Thabo Mbeki. Further to that, CAGE met regional stakeholders and members of the South Africa Cabinet. CAGE co-attended this workshop with Dr Padayachee of SANPAD and was able to update collaboration around the Declaration of Intent.
Gender Links
This workshop formed part of an active campaign that Gender Links is leading to influence the current position in SADC around the Gender Declaration. An extract from a press release states that "Southern African Heads of State will come under pressure at their summit in Gaborone from 17-18 August 2005 to move from vague promises to concrete action through adopting the principle of a Protocol for Accelerating Gender Equality." CAGE was pleased to be part of the review workshops around the research on which this position is based.
Institute for Security Studies
Seminars around Private Military Companies involvement in African conflicts. The seminar exchanged ideas and information on the potentially constructive role for the private sector and its involvement in the management of African conflicts and post-conflict development.

Seminar: The Death of Dr. John Garang - The implications of Peace in the Sudan, 2 August 2005
This meeting was addressed by Dr Benjamin, SPLM/A regional representative to Southern Africa and Indian Ocean Islands and NDA Secretary for External Relations. The Ambassador for Sudan in South Africa also addressed the meeting during question time. Both speakers outlined their respective views about the situation in Sudan, immediately following the death of Dr. Garang.

Launch of Themba Lesizwe and Artz, L’s booklet on Ethics Relating to Social Science Research with Victims of Violence and Other Vulnerable Groups at Constitution Hill. CAGE endorses this work and will include copies of this publication when briefing the prospective grantees within CAGE’s research domain.
July: CALL FOR PROPOSALS II
Conflict and Governance Facility: “South Africa: 2015 – Today, Tomorrow and towards the Millennium Development Goals”
Informing the policy agenda in Conflict and Governance for South Africa and the Southern African Development Community, through the establishment of early warning systems to mitigate against conflict and to promote good governance.

CAGE has entered its second phase with regard to the Calls for Proposals to fund policy research and dialogue within the conflict and governance arena. This Call is endorsed by the European Union and is now launched in the public domain.

The process is as follows:
  • Endorsement by the EU Delegation
  • Publishing of the Call from 1 July 2005 in selected national media and on our web-site, other relevant web-sites
  • 60 days to submit a proposal
  • Deadline for submission of all applications for funding is 30 August 2005
  • Approximately 60 days to evaluate the proposals
  • Contract successful Grant partners
  • Research projects to commence January 2006...

On 30 June 2005 at 18:00, CAGE signed its first Declaration of Intent with benchmark organisation, South African-Netherlands Research Programme for Alternatives in Development (SANPAD). March-May: Scanning for policy priorities
CAGE Launch
CAGE has as one of its mandates to scan for policy priorities so that its annual Call for Proposal may present these as broad themes for research. CAGE 's launch as an up-and-running programme was a high profile social event with a serious intent. It enabled us to elicit the opinions and views of diverse role players around the policy arena and to assess how CAGE was viewed by its beneficiaries... Annual Consultation to prepare the Call for Proposals 2005-2006
Taking a more serious view of scanning the policy environment, saw CAGE holding a workshop with invited stakeholders to assess what they deemed to be the priorities of priority for the CFP for 2005-2006. This entailed analysing the Government Programme of Action for 2005-2006 and how CAGE has responded to the Programme of Action in 2004-2005. The workshop report captures the deliberations for this important strategic event.

CAGE invited fellow funders to a one -day meeting to do a mapping exercise of who is funding what in the conflict and governance arena. Collaborative Activities
CAGE has attended a number of events in the furtherance of its grant partnerships and collaborating with stakeholders. CAGE attended the book launch of the "NEPAD and the African Renaissance" by Dani Venter and Ernst Neuland. This book is the outcome of research conducted under the banner of The Institute for Business Innovation. CAGE has a grant contract with IBI to fund further dissemination of this interesting work. CAGE was glad to be part of the inaugural meeting of the Development Policy Research Unit of UCT’s Project Steering Committee around the Poverty Research Project: "Measuring and understanding poverty and inequality shifts in post-apartheid SA: An asset index approach." In keeping with the key theme of the link between conflict, governance and poverty, CAGE was invited to a key meeting around the subject of poverty by the South African Partnership for Alternatives in Development (SANPAD). This meeting is part of preparations for an International Conference on Poverty Alleviation to be held in 2006.

CAGE also headed for Magaliesberg to attend ‘sister’ programme’, Foundation for Human Right’s and the International Center for Transitional Justice’s joint international conference on "Domestic Prosecutions and Transitional Justice" (Read more on www.fhr.org.za)

AWEPA hosted a Regional Seminar on "Scaling up Parliamentary Efforts for Children and AIDS" in Cape Town and invited CAGE as a stakeholder. Forthcoming events
CAGE will hold a series of capacity building workshops to implement the findings of the concept paper around capacity building. Watch this space...

CAGE will be part of an event to commemorate Women’s Day and to highlight research and a photo essay "Voices from the Land" on 7 August 2005. Thereafter the event will go national and tour to key centres in South Africa.

This project has been undertaken in the spirit of effecting positive change in the farming community. Through the evocative works of Jurgen Schadeberg, the daily life, work, education and recreation of the people and the families who live on farms is portrayed, supported by research done by the Rural Legal Trust on farm evictions and Wits Law Clinic on farm schools. The cross cutting links to conflict and governance are ever present in issues such as these...

2005/01/04 - Programme News
CAGE has closed its first CALL for PROPOSALS, following the realisation of the dead line of the 22 December 2004 at 16:00. Proposals were received in each of the four theme areas and CAGE will be processing these proposals according to the process outlined under CALL FOR PROPOSAL link. We look forward to publishing the topics for the research partnerships that we will be funding in the near future and the key events linked to those partnerships.

Charmaine, Davina, Nathalie and Mpho are all on board to assist any partners with queries and information related to CAGE. We may be reached at the contact details under Contact Us. An in-house workshop was held to induct staff to the programme and to ensure that we are ready to respond to our stake-holders requirements from the programme.
